What does political mean in charity law?

Answer.

The courts consider the following purposes political, and therefore, not charitable:

  • to support a particular political party or candidate for public office;
  • to promote a political or socio-economic ideology;
  • to support or oppose a change in the law or in governmental policy; or
  • to persuade the public to adopt a particular attitude on socio-economic or political issues.

Revenue Canada cannot register as a charity any organization created for political purposes, whether found in the organization's governing documents or its activities. For example, Revenue Canada, is on record that it cannot register an organization formed to promote or oppose Canadian trade policies whether this is reflected in its governing documents or its overall operations.
