Why look to statutes?

Answer.

Increasingly the law is composed of detailed prohibitions or rules. The way in which many of these obligations are publicized and made effective is in an Act of a provincial legislature or of the federal parliament. So, for example, the Income Tax Act has a wide variety of rules which apply to different situations and in varying degrees of detail.
